Partially — the main upper path is manageable, but the prettier lower loops involve steps and slopes along the cliff. With wheels, stick to the Avenue Saint-Martin level and you'll still get the essential views.

Thirty minutes covers the main path; an hour if you take the lower loops and stop at viewpoints. It slots perfectly between a Cathedral visit and the Oceanographic Museum.
