It's a sprawling indoor bazaar selling fresh produce, cheap clothing, souvenirs, and everything in between. Head early on weekends for the best fruit and veg deals from the ground-floor produce section. It can feel chaotic and the souvenir stalls are very touristy, but the fresh food section remains genuinely useful for locals.
